The focus on their partnerships is not how much it costs to be a partner, but rather the market sector they are after. TAVA pursues a partnership with Oracle or Wonderware or whomever because they want their current and prospective clients feel comfortable with their qualifications. The widow dressing may get a shoppers attention, but hopefully the quality of the product (or service for that matter) will close the sale.
