Question about 3:2 splits

Imagine that a stockholder owns 25 shares of CSCO
currently. After the split, he/she will own 37.5 shares.
How are fractional shares handled? If this person
actually ends up owning 37.5 shares, how does he/she
sell them eventually? If he/she can sell fractional
shares eventually, does that mean that anyone can buy
fractional shares today?

Answers will be much appreciated ...
