I couldn't agree more.

I suspect that several managers within SBC put in an enormous effort to get their Board to approve a $300M Contract. This would have only be done after extensive evaluation and testing with rigorous comparisons done against the competitors. Telcos have never been known for snap decisions even in today's more competitive and fast moving world.

IMO, getting the blessing from an RBOC will be taken as a "seal of approval" by the industry globally. Their evaluation process, while thorough, is also quite costly. Frequently, other companies will duplicate their equipment decisions to save that time and expense knowing that the product quality will exceed most requirements.
