this was the issue...the RBOCs (ILECs) did not want to spend a lot of money on equipment they would have to share with the CLECs.

now, they wont have to do that. the ILECs set up a CLEC subsidiary, which then negotiates a deal with the ILEC, just like any other CLEC.

it basically saves the CLECs by allowing them access to the local loop, and it saves the ILECs by allowing them to spend on equipment they dont have to share.

its not exactly what the ILECs and the CLECs wanted, but it is exactly the most they could have expected.
