I'm guessing a little here, but I think Bob's market outlook is based on the "no impeachment" scenario. Re: "Would not those Democrats who are concerned for their political future be inclined to seek an Al Gore over a thoroughly discredited Clinton?" Perhaps the Democrats would also be a little too gun-shy to nominate "Dialing-for-Dollars" Gore, especially if the media starts to focus on his illegal campaign contribution activities.
