Don't forget about the batteries...

Photovoltaics trickle charge "solar" batteries optimized for this purpose. Automotive batteries are not optimized for this and may only last a few months.

More food for thought... Electrical power is not an all or nothing thing. There is a good possibility that electrical power will be there after Y2K, but with more frequent blackouts and brownouts. Using an AC trickle charger on "solar" batteries makes some sense for this "third world" scenerio.
