<<Specifically, what were his actions that allowed this to occur. >> Without going into too much detail (if you want it, other people here will be glad to oblige), Clinton transferred control over the export restrictions on satellite technology from the State Department to the Commerce Department, changing the mandate from national securtity to whatever was best for business, in this case Loral. He did this over the objection of the State Department and various military heads, in the belief that the Chinese would not be able to glean any useful information from the "black box" that contained the most sensitive information. Unfortunately, what the State Department and military had foretold came to pass. The launch failed, the Chinese recovered the black box, and they may now be in possession of the encryption codes used for our communications satellites. The other part of the deal that has really raised hackles, and is my main complaint, is that due to the inherent inaccuracy of Chinese missiles and their unreliability, Loral (or was it Hughes) asked for a waiver allowing them to transfer technology to the Chinese fixing the flaws. Clinton signed a waiver authorizing the transfer of advance guidance system technology to the Chinese, after they promised not to use it for military purposes. That technology, of course, is the same technology used to guide ICBMS. China will therefore now have the ability to aim a missile at San Jose, instead of just aiming east. He also signed a waiver allowing for the transfer of supercomputers to China, with the same promise. Of course, those computers were recently found (by our intelligence services) to be installed in factories producing weaponry.
