Wonder if this isn't part of the Euro/U.S. competition we're likely to see over the coming months. The IMF, low on resources any way, probably figures it's best to keep its powder dry until a debt crisis with greater U.S. exposure emerges.

So Germans institutions are allowd to rake the brunt of this one.

One possibility, anyway.
