Not so sure on #2. I'm not arguing that Ho and his inner circle were not what they were. But if the US had been in the tent, a little judicious wielding of the power of the purse should have been sufficient to induce addiction. Once addiction was induced, it should have been possible to maneuver a more moderate group into power.

With the Americans in the tent, controlling the purse and defending against the acknowledged enemy, there would not have been a vacuum.

I think we could have succeeded with dollars where we failed with guns. Would have been cheaper, too, by a long shot.
