I think I got the 4M cash wrong, should read <$4 cash per share. You have rd. 15 M shares with $53M cash.
Looking at the Form 144 to dump 780k shares which is 1/5 of the free float (which is stated with 4 M) and the 1M short, what will happen then? Could this indicate that stocks have been unloaded previously?

(At present, I don't see the short position of August -whether it increased?)

Hmm. Maybe the run-up has been used to short it in excess of it.
