I think that is so ultra important..a friend used to be an analyst and she clued me in that when countries get loans, their "leaders" bank accounts always reflect it :>
I think most of the news media is one big waste..if they focussed on that..pillaging of countries maybe enough citizens of the lending governments will can force legislation to pass so the money helps the citizens rather than leaders' and their friends' pockets while burying their souls

It is referring to the Russian oligarchy. The industrial elites, perhaps about 10 in number that have been the chief recipients of IMF. It is speculated the money has been siphoned off to Swiss bank accounts and left very little to circulate in Russian economy. This is a bad sign, as it was the same power structure, i.e., the industrialists, that assisted Hitler to rise to power.
