I heard a comment in NTV-news, recent volatility was initiated not by browder markets but by professional investors (mm's and so on). Private investors have more "paintience" - professional investors are not responsible for their losses but only interested to make optimal profits - so they take higher and higher risk hoping to come one or two positions better than their competition. That's why I think that ANYTIME a need to limit professional trading amounts could come up.
