But I left out one of the most important problems facing Russia, which TigerPaw pointed out. The government is notoriously inefficient/incapable of collecting taxes, which means it can't pay its bills and salaries, which means its employees are more susceptible to bribes.

It is a MESS, and it won't be straightened out easily or quickly.

My sister and family have several Russians staying with them right now. The Rotary Club has invited them over to study the joint manufacturing plants on the Mexican border. The Russians are trying to learn how catch up with Mexico, learning U.S. practices will come later.
