Wait-wait--Why would the question mark go inside the quotes? My understanding is that unless they are part of the quotation, question marks and exclamation points go outside. In this case, because the phrase "him or her" is not a complete sentence, it wouldn't have any punctuation. The question mark belongs to the whole, and thus goes outside the quotes.
