Timeline August 5th: "Where We Have Come From, Where We Are Now, & How Will We Know When a Bottom Is Made?" Unfortunately, we do not have a crystal ball to tell us the NYSE Bullish Percent will bottom at ?%. We do know however that as the NYSE Bullish Percent remains in a column of O's it will still suggest rough roads ahead and that surprises will be on the downside. But the closer we get to the 30% level, the more bullish a reversal up will be. Over the past 20 years or so the NYSE Bullish Percent has visited the 30% level (or close to it) every 4 years. The last visit to the 30% level came in December 1994 at 32%. Just like in April's issue when we said "It Wasn't Raining When Noah Built the Ark," you should begin to prepare yourself for a reversal up from oversold conditions. It may not happen for a couple of weeks or a couple of months but you can begin to prepare yourself for it mentally. Just like when the Bullish Percent is above 70% and everything looks great, and your customers may not want to talk about hedging; when the Bullish Percent gets to the 30% level and there has been a lot of carnage on the Street, you must begin to think about how to get into the game again.
