P.S. Is this a recent rules change? I just purchased "The Electronic Day Trader" and it says that you can purchase via SNET and ECNs within a 5 minute SOES window.

Interpretation? No such thing. In law its called plain language application. That is, no authority, myself included, wouldbe so bold as to give you an interpretation of a rule. Read the rule. Thats it. It would be up case law to determine how it is applied.
BUT, you might be able to get intouch with NASD legal services to see how they have applied the rule via. case law previously.
