Speculation that the turmoil may prompt the Federal Reserve to cut interest rates sent the dollar tumbling against European currencies. The dollar suffered its biggest drop in three years against the mark. ''I don't recall ever seeing pain being inflicted in as many markets as I'm seeing now,'' said Richard Schwartz, who oversees $21 billion at New York Life Asset Management in Parsippany, New Jersey."
