I would particularly second your argument: "that the global economic difficulties and cancellations/slowed funding of competitive projects has increased the chances of success for GSTRF and LOR." I've been thinking of this a lot lately. If the S really hits the F in the financial markets, fully funded GSTRF and LOR with 400M+ unallocated cash will still be long term winners, maybe bigger winners even, because of delays or cancellations in roll-outs of competing systems.
