re: margin surcharges and whether they would help

I really do not know if the new surcharges will help restore order to the exchange. The Hang Seng is now in the grip of a titanic struggle that leaves the little investors out IMO. I tend to believe that is bad for a market. But someone with a better understanding of how the HS works, indeed, how exchanges work, should answer this question.

In general I am suspicious of rule changes that are designed to control or level a market. But truly we have evolved into market features that allow mega interests to disrupt patterns for the purpose of gains that, in any other theatre, would be viewed as ill gotten.
