1. Only some Japanese are risk averse. Many bought when the Nikkei had a PE > 100 a few years ago. But Japanese brokers have treated their small customers with contempt. They charged high fixed commissions, rigged stocks for their friends and politicians, paid off yakuza, etc. Japanese have never been given information and opportunity for fair treatment. They think ML and MS are customer oriented -- and they are American (even though their salesmen aren't.)

2. They love computer games. Let them log into Datek, Waterhouse, or ETrade and they will buy.

3. Plus -- they love a bargain on very high quality goods. Haven't you heard? All stocks are on sale everywhere in the world (even DELL and CSCO).
