The guy who posted that Fidelity would do it said Fidelity required something like 150% of the amount of shorted stock pledged.

So, if you short $10K of a BB, you need to put up $15K and I believe that is in addition to the $10K revenue you get from the short. And that is for a regular individual shorting, MMs clearly don't have to follow those rules, they simply do it.
