power equates to a threat of violence or coercion...

In and of itself, of course not. Obviously it's often viewed that way, hence the
no fraternization clauses in many workplaces.

Clinton's actions with subordinates (those substantiated) so far seems to
be limited to the crude.

If that were a crime this thread would be vacant.....some might suggest it
already is.
