Bill, speaking of easy solutions, I have one: When Bill Clinton flies Airforce One to Russia next week, they can vote him to be President of Russia, with Boris Yeltsin as Prime Minister. The USA can throw in Airforce One to boot. That leaves us to limp along with with Al Gore and the Clinton Cabinet. I like this senario for two reasons: 1) We wouldn't have to have our Congress be wasting taxpayer dollars laboring and worrying and politically aligning in re the Starr report. 2) We would then at least have a leader with credibility. We will assume that Al Gore doesn't entertain himself with naked 19 year-old interns in a little room off the Oval Office while heads of state are waiting to meet with the President (like Clinton did while Yassar Arafat waited in the Rose Garden).
