Aaron,

Very true. Point was only that the Government does have an absolute responsibility to protect the lives of citizens. Obviously the level of threat needed before that protection is invoked, and the manner in which the protection is invoked, require flexible decisions from both scientists and policymakers. It is interesting to note, though, that in many cases the dire economic effects predicted by lobbyists opposing environmental legislation have not come to pass. Also that laxity in environmental regulation often generates huge cleanup bills, which are often borne by taxpayers. Here, as elsewhere, prevention is cheaper than cure.

That said, I would certainly prefer to keep potentially dirty industries in the US and under effective regulation than to shunt them off on developing countries where they can dump at will.

NVIC is hardly a hot tip, and I don't expect it to yield any kind of dramatic short-term gains. Among all the environmental stocks I've looked at, though, I have to say they have the best idea, and they are earning money. Interesting story, from an environmental as well as an investment perspective.
