Geoff: A corollary effect of much the Russian economy being "off the books" , as you rightly state, is that the populace is not so dependent on the "official" economy as some American media observors seem to think. Russians have survived much worse "crisis" than the current one. The idea that they depend on imported food and thus will become revoluntionary with the hyperinflated costs of imports is a bit silly. There is a great deal of home grown food, most families have home grown sources of the staples or access to black markets or barter markets. Inflation of imported food costs would hit the US media analysts and other foreign diplomats who live in Moscow, or the innumerable Russian bureaucrats, rather more than it would hit the Russian masses. If salaries are not forthcoming, you will get organised protest, from miners, maybe from the Army, from teachers, and from political parties purporting to represent interest groups, but you will not get chaos. The Russians are a great people. They are trying to make democracy work. Democracy is messy. Look at the US, where the Head of State and Head of the Armed Forces is being hounded by politicians, using lawyers, because of his personal failings despite the achievements of the country under his administration. The communist objection to Yeltsin and his PM look meek, formal and dignified compared to the savage attack on Clinton and his aides. (Sorry for reintroducing this topic - espescially as I will not respond to any further posts about Clinton). I do not know enough about CPQ's pricing policy to answer your (rhetorical?) question.
