I had that problem once. Not with a DELL. I removed the casing to fix the problem (casing ??? can I say this in english).

I have a CD ROM drive that vibrated. I tightened up the 4 mounting screws and solved the problem.

<---OT--->Here try this, smack yourself around couple of times,if that doesn't work you can try kicking yourself a time or two,still no luck and since you like cheap PCs go down to the local Kmart and pick up a cheap Packarad Bell for $2.99. You will let us know what happens won't you?????
