It is illegal for U.S. companies to bribe. It is legal for U.S. companies to use local agents. Local agents bribe, that is their major value added. So the salesman for company A has a customer who wants "special incentives". An agent is called in who gets the order and shares his commission with the customer. In some cases, the agent selection is made by the salesman from company A. In order to be selected, the agent might be asked to share commission with the salesman as well.

In some cases, the agent is partly owned by the salesperson. In one case, company A's salesperson owns a factory with 40 employees making knock off parts for company A's customers.

A fact of life. If at the end of the day, you meet your sales goals, is that good enough? Corruption is too deep, too overwhelming, to be rooted out without firing everyone and starting from scratch...only to have the cycle repeated with new faces.
