budget deficit was used to build rail, road etc. The recent projects are not very economically efficient. The bullet train for winter Olympic is very good example. My points is that Japan is runing out place to efficiently invest their money if they do not spend more. For their own good, they need to spend more to support more investment.

IMHO, the trade deficit is relevant. No country can run a trade deficit without capital inflows.

It proved my point that Japan has excess capitals after Japan became a developed nation in 1970s. What I refered to as the building of infrastructure is 1960s to 1970s in Japan. Other countries may varies.

I enjoy a good logic conversation and always look for one. Somehow I feel your thinking lack reasoning or connection between your different points. Just my own opinion. Please do not take personally. I am a guy love "if A->B and B->C, so A->C".
