Not dumb at all.

It's the essence of exploration.

As long as there is no underlying scam.

The Beal treasure exists in the brain of a computer programmer who can devise the scheme for decoding the directions to the treasure. Or a geophysicist who can find the buried kettles within 6 miles of the Buford tavern.

Both are doable for about 1 million.

The geophysical search can be done by helicopter to look for just such small targets in the area which is 100 square miles. A foot search would take much too long. You would have to cover 10,000 miles of ground (6 man years) and it could be on somebody's farm.

But exploration is exploration.
