PM Appeals to U.S. Senate Agriculture
Committee Chairman To Ease Uranium

ASTANA, Aug 27 - Kazakhstan's Prime Mister Nurlan Balgimbayev who received the US Senator and the Senate Agriculture Committee Chairman Richard Lugar during his two-day official visit to Astana has appealed to the US government to boost the adoption of Kazakhstan's uranium export operations to the USA. The issue had already been discussed during Kazakhstan President's official visit to the States past November and the US Trade Ministry is the only obstacle for
Kazakhstan's uranium. Meanwhile Kazakhstan is preparing to join the world's uranium exporter organization.

Commenting upon the country's current economic situation the Prime Minister stated that despite the ongoing world's crisis Kazakhstan's six month GDP growth totaled 2.2% while foreign investments in the country's economy increased by 61% against the past year.

According to the Prime Minister the government pays considerable attention to back domestic private businesses. A series of preventive measures has been taken to protect domestic companies from the crisis including tax breaks for some industry sectors, reduced power, heating and rail tariffs. The market depression is strongly observed in most resource exploration and production sectors including oil and gas and precious metals.

Touching upon the influence of the world crisis on Kazakhstan's economy Richard Lugar said that Kazakhstan would do "everything to make the banking system and other elements of economy stable" and neither Russian nor South Eastern Asia crisis are not likely to have a serious impact upon Kazakhstan.

The Prime Minister informed the US official that Kazakhstan schedules to develop several crude transportation options and the international consortium including Amoco, Mobil, Chevron, Oryx, Kazakhoil, Shell and British Gas are
researching possible pipeline projects. The Caspian Pipeline Consortium project is to be completed in 2000 and the Bechtel Company of the US has won the project construction tender. The other most likely pipeline project is the Aktubinsk - Western China pipeline - a joint project of Kazakhoil and the Chinese National Petroleum Company. Oryx of the US has already started the crude extraction of the Kazakhstan's Caspian Sea shelf.
