Tip, It doesn't do a thing to EWM. They are 100% invested all the time and when they sell or buy shares of the Web, they do it with dollars in New York. The constraints don't bother them at all. Malaysia Fund could be a different story, especially if they wanted to hold cash. They might not be able to sell Malaysian stocks, except for ADRs, and buy cash in dollars or Euros or whatever.
