A paper loss is a real loss. For example, if you bought a stock at 100 and to goes to zero but you don't sell, do you have a loss? Of course. If you bought it at 100 and it goes to 10 but you don't sell, do you have a loss? Of course. If it goes to 50 do you have a loss? Of course. The stock may recover and you may make up your loss but you do have one.
