There is no law of Property in Russia. They still have all the old communist laws on the books that state that property is theft and so on. Without that simple little statute, you can literally be standing in the street and they can take every thing you have and you have zero recourse. Nobody with any gray matter at all will EVER invest in Russia again until three things happen: 1. Tax laws are made to have teeth. 2. A Property law with teeth is enacted. 3. These laws are enforced.
