Can you tell me what the implications are for the regulation that you referenced?

Hedge Accounts change of rule to manipulate stock prices by avoiding the short on
uptick rule!

Hedge Accounts: Last week, the NASD sent out a circular that stated they
were consider short-v. box sales (going long in type 1 account, short in type 2
then later selling long without a down tick) violative of the short sale net rule.
You must NET all your own accounts with accounts under your control. Many
firms recommend clients setup accounts under their sisters, wives, etc. names,
thus be effectively able to sell long in one account and avoid a short sale rule.
This is no longer legal and we recommend all investors avoid this type of
transaction.
