At $150K/mile, not including opto-electronics (and a LOT of time), fiber is simply not cost justified as a generic LL solution for most buildings.

Brooks has the same problem as MFS and other fiber based CLEC's.

It costs too much money and takes too long using fiber to get the last mile to the 500-700,000 buildings out there.

Fiber is great for linking the cities together and building Rings around cities but it is too expensive to use for the last mile.
