I know little about it, but assume it would work somewhat as follows.
A broker has suffered heavy losses for the day, and has no more credit or funds available to keep going. The government can pass the word to the brokers, keep trading, if you need funds let us know and we will provide unlimited funds( or up to a certain amount) to tide you over with an attainable repayment schedule. For equality, the interest charged would have to be the same for all brokers involved.
Others on the thread may know if the government can actually buy
or sell any stocks to support the prices.
