No buyers for Russian paper:

The Central Bank abandoned the ruble band introduced Aug. 17 that allowed it to fluctuate from 6 to 9.5 to the dollar. The official rate fell to 12.8 on Wednesday.

The bank's announcement came just after the Finance Ministry annulled a bond auction intended to raise money for the cash-strapped government.
