The ruble,

It is hard to tell what will happen with the ruble. As soon as Victor C. becomes Prime Minister, they may announce what the policy will be and then there will be a better idea what the rate is.
A Russian mutual fund could be a good idea, if you think long term.
LUKOY ADRs are traded on the NASDAQ bulletin board, so it is hard to get good quotes for it. But you can buy it. Right now it is trading for around $15 a share.
Here is a link to the Moscow closing prices. You have to multiply by 4 to get what an ADR costs. This page gets updated around 3 pm everyday.
