Actually, no. The Passport is an ATM switch. It operates without a DMS, but it does have the ability to pass voice connections to it. Typical config is an ATM connection to a highend Cisco router (75XX series) for data and the ability to connect into Nortel PBXs (remember this is an enterprise solution, not service provider solution..DMS switches aren't typically present in this architecture).
