Haven't seen MC's TASC article on "how he used a stocks relative strength against an index", but you first need to define it re period etc.

Once you define the 'RS' in terms of MAs ROCs or whatever, there are several reasonably direct ways to scan for stocks with a higher 'RS' than !SPX.
