Saw a report on NBC Nightly News this evening about the Russian army falling apart. Focused on how U.S. is concerned that military officials may begin selling nukes to terrorist groups if economy there continues to wash out. CIA keeping the eye in the sky on them at this time for this reason.

Okay...it's less, but still some is yours. I didn't say how much.
Is it easy to build more weapons? Maybe, but not as easy as
using available ones.
Would a country trying to survive economically, tied to the West, endanger their relationships? Would a solid Russian economy down the road help you personally?
Would available nuclear weapons distributed around the world hurt
your portfolio indirectly.

I do not know the answers to any of these. Weigh the pluses and
minuses. My suggestion was to find a solution to two problems. Maybe you have better ones. I believe we would
both like to arrive at the same goal.

I'm sure Richardson, Cohen, and Albright are not reading this
thread.
