Fastest Growing Network Company in
the U.S. Chooses CrossKeys Resolve to
Support Service Level Agreements for
ATM, Frame Relay and Internet Connections

KANATA, ONTARIO--(BUSINESS WIRE)--Sept. 3, 1998--CrossKeys (NASDAQ:CKEYF -
news; TSE:CKY. - news) Integrated Communications Provider, e.spire(tm) Communications Inc,
selects CrossKeys Resolve service management to facilitate a competitive and aggressive service
level agreement strategy

CrossKeys Systems Corporation (NASDAQ: CKEYF - news; TSE: CKY - news), a leading
supplier of service, network and element management applications software for telecommunication
service providers, today announced that Maryland-based e.spire Communications Inc. selected
CrossKeys Resolve(tm) service and performance management for its rapidly growing national data
and Internet network. The complete business solution that CrossKeys Resolve software offered for
e.spire's up-and-coming service level agreement (SLA) strategy was a major factor in the decision.

''e.spire will launch its SLA strategy using CrossKeys Resolve,'' says Albert Ng, Vice-President of
Network Planning and Data Communications with e.spire. ''We are aggressively delivering
advanced data services to our customers and challenging the incumbent phone companies. SLAs
reinforce our credibility; we see them as a key differentiator for e.spire. The breadth of the
CrossKeys Resolve application addresses the network and service information requirements of a
sophisticated SLA strategy.''

As part of a total SLA strategy, which consolidates service and network information with critical
customer information, CrossKeys Resolve enables e.spire to first verify the capacity of its existing
network bandwidth and infrastructure to internal operations personnel. This allows the company to
monitor bandwidth capacities to meet specific service level thresholds in competitive SLAs. Based
on this report card, e.spire can then use CrossKeys Resolve software to confidently introduce
detailed SLAs to its key enterprise customers. Once SLAs have been developed and marketed to
both existing and new customers, e.spire can proactively manage and deliver on the various SLA
components. If an SLA component begins to approach its negotiated threshold, e.spire receives an
early warning and can address customer issues before they become critical.

Beyond this superior customer care capability, the CrossKeys Resolve product enables e.spire to
retrieve incisive service information. This allows e.spire to analyze customer usage patterns and
create new and differentiated services which meet their customer's unique service needs.

''This deployment demonstrates CrossKeys leadership in service management, particularly SLAs,''
says John Selwyn, President and CEO, CrossKeys. ''We can take a carrier from start to finish in its
SLA strategy-from ensuring the capacity is there, to crafting the SLA, to proactively managing it,
and then to completing the loop in the service lifecycle by analyzing customer usage and needs.''

CrossKeys Resolve software will be deployed as part of e.spire's Newbridge-based ATM
backbone network, providing end-to-end service management reporting for both ATM and Frame
Relay permanent virtual circuits (PVC).
