Apples and oranges, John.
QP outputs MS files in the 255 symbol/dir format. It doesn't know the format of larger dirs that only 6.5 can generate and can not therefore completely update them.
No vendor has signed on to the 2000/dir output because MS won't divulge it for an acceptable price.

As you implied, the 256 limit supposedly was fixed with MSW6.5.

it was if you use the MS downloader. The limit is now 2K stocks. equis's policy on licensing it is too restrictive and thats why you see that no-one has support for it...
