Eddie, Japan has been in Turmoil for the past year, yet Dell managed to increase its sales in Asia by 34% in the face of a 5% decline for the industry. Additionally, Dell has demonstrated it can make an enormous amount of money even in a price war environment. This was demonstrated in the past two quarters in which Dell made more than CPQ, IBM, HWP and GTW combined.

In times of economic Turmoil, companies do their best to get the best deals (which Dell provides). Dell still has a at least a 7% built-in price advantage since components come down at the rate of 1% per week and Dell's inventory at 8 days is almost 7 weeks less than CPQ's (without counting the channel inventory).

Finally, with respect to your current cash position, timing has been proven the worst investment strategy. It has been demonstrated time and again that most of the recovery gains happens the first few days after a bottom. This means if you are out of the market you miss approximately 80% of the upside.
