RE: institutions are required to keep a certian percentage of their investments in stocks. company management, company sponsored pension programs make up another large section of stock ownership.

This was not a requirement before the bull market started.
These guidelines have developed through the course of the BULL.
After these things have lost money, the rules and guidelines will change again.

RE: companies (among others) have been buying back their stock in record numbers during this downturn. the total available inventory of stocks continues to shrink while future demand is increasing with more individuals moving assets to self-directed programs and 401K type programs worldwide

While all of this sounds great, It does not mean much on a day when a lot of people want to sell.

Bottom line, the market is not guranteed to go up.
Many factors can destroy it.
