The problem the Clintons' have had is a lack of credibility. You can't prove they committed a crime, but there are so many of these grey area issues that they leave the appearance of dirt. That makes the claims more credible. Then Clinton admits that one of the claims is true, after having made quite a show of publicly denying it. That lends even more credibility to the others.
