Check out the 13G filed for PAIR, and the one file for Digi (DSC):

Several months before French-based Alcatel (ALA) bid for DSC, a 13G was filed, showing substantial ownership by a group of French insurance companies.

A month ago, the same group of French insurance companies filed a 13G showing a substantial (20%) ownership interest in Pair.

Maybe it means something. Maybe not. Anyway, Volpe Brown continues to identify PAIR as a takeover target.

Even if PAIR is not taken over, its fundamentals justify a higher price:

(i) no debt,

(ii) $200MM cash,

(iii) market cap/sales of about 1.7; and it is trading at less than 2 times book value,

(iv) a strong chance to hit .16/share this quarter notwithstanding aggressive price cutting to meet the competition (according to Furman Selz: "the current quarter is ahead of plan despite the continued pricing pressures in HDSL"),

(v) trading as if it won't get either RFQ with Bell Atl or SBC, so a positive announcement could cause a nice pop up.
