I don't know where the Moscow Times index comes from, but the
Russian stocks market RTS index was down 4.7% today, not up.

I wouldn't trust the ruble rate until the government situation is fixed.

So with the stock market up 10% today and the ruble declining more then the net result is can I buy more today or less today of Russian stocks with dollars?

The Moscow Times Index is down ~8% in US$, but the ADR's are up ~10%.

As my adopted grandpa used to say: "A sucker is born every minute".
