Hi Wayne,

Yes, the "new" tunnel into Grand Central Terminal is to move commuter trains to Long Island from a terminal in addition to Penn Station. Penn Station is somewhat limited. As I recall, there are only 11, 9-car platforms for the LIRR. I think some changes at Penn are contemplated, but the new exit from GCT will provide for a completely separate pedestrian/subway flow pattern and relieve the crush at Penn. GCT is two levels and LOTS of platforms/tracks of which I suppose a lot are now used by Connecticut TA. Of course this takes billions of dollars. It would be more efficient to move the commerce to the people rather than the people to the commerce, but you can't fight the Manhatten interests.
