Calvin,

I would recommend going with the higher rpm disk. When I purchased my 400MHz PII recently, I asked about the difference in the drives and was told that the smaller drive actually had better performance but was of lower capacity. I have a 12 GB drive myself, and with the new FAT 32 (Win98), am only using 3GB....and it is pretty well loaded up with programs.
